City Clerk’s Office
The City Clerk’s Office is open Monday-Friday from 9am to 4pm.
The City of Cold Spring partners with Rumpke Waste & Recycling to provide residents with once weekly trash and recycling collection on Fridays.
All single-family households were provided a 95-gallon, brown cart for trash collection. Smaller 65-gallon carts are available upon request. Additional trash carts are available upon request. Residents should place all trash completely inside of cart and place it at the curb weekly the night before scheduled collection.
Residents can place one large item such as furniture or appliances at the curb weekly for collection.
Upholstered furniture and mattresses must be wrapped and sealed in plastic prior to collection. Appliances containing Freon, must have the Freon properly removed by a certified technician prior to removal. Bulky materials including drywall, concrete, bricks, dirt or rocks are not acceptable, and will not be collected curbside.
Loose shrubbery or lumber must be bundled and tied in lengths no larger than 4 feet long and 2 feet wide. Bundles should not exceed 50 pounds.
REMINDER: Not everything can be discarded in your trash cart. According to federal law, Rumpke is not permitted to accept batteries, tires, liquids, combustible materials or any items identified as hazardous.
Rumpke provided all single-family households with a 65-gallon green cart to collect recycling. Residents should place all recycling loose inside of the cart, don’t enclose in plastic bags, and place cart at the curb the night before scheduled collection.
Rumpke accepts the following items in its recycling program
Cardboard – please breakdown to fit inside of cart. If boxes are too large, breakdown and set beside cart.
Paper products including office paper, envelopes, junk mail, newspaper, magazines, catalogs and paperboard. Please DON’T include paper cups, plates, napkins or tissues.
Glass bottles and jars of any color. Please empty and place metal lid on container.
Plastic bottles and jugs. Please empty, flatten and place plastic lid on container. Please note that only bottles and jugs are accepted. Please DON’T include containers, tubs or toys.
Cartons such as milk or juice cartons. Please DON’T include egg cartons
Aluminum cans. Please DON’T include foil or pans.
Steel cans. Please DON’T place steel items that aren’t cans in recycling bins.
All material should be clean and empty.

Property taxes are sent out mid-October of every year. They are due December 31, after that date a 10% penalty is added to the amount due, as well as 1% interest per month. If a mortgage company requests your tax bill to pay through escrow, that is where the bill will be sent. If you wish to receive a copy of your tax bill, you can stop in the office or give us a call and we will provide you with one. You can also see the property tax information here on our website.
Parking of privately owned motor vehicles “for sale” is prohibited within the City, unless the vehicle is parked on the vehicle owner’s rented or owned property. Vehicles may be advertised for sale across the street from a resident’s home if parking is prohibited in front of the residence. Vehicles may also be parked at the owner’s place of work only during the hours that they are working. All other locations, such as businesses or church lots are subject to fines.
The City continually tries to enforce “no parking in fire lane” laws. Besides being a potential hazard in an emergency (Fire or Police), it is a greater hazard to traffic and pedestrians who must maneuver around these vehicles.
Building Permits are required for room additions, decks, fences or any other construction on your property. Campbell County Planning and Zoning handles all building permits and requests for the city. Please plan ahead, since review of a permit takes a minimum of two weeks. You can contact Campbell County Planning and Zoning at 859-292-3880.
Dogs must be kept contained within the owner’s property, or while off the property be secured by means of a collar or harness with a chain or leash and held by the owner or keeper. The City has a “pooper scooper” law, and any pet owner is required to remove and clean up the animal’s excrement from public or private property.
