Council unanimously agreed that Councilman Adam Sandfoss would preside over the meeting in Mayor Penque’s absence.
The May 11, 2026 special council meeting was called to order by Councilman Sandfoss at 7:30pm.
Prayer and pledge were led by the city clerk.
Roll Call & Exit Instructions:
● Present: Chris Ampfer, Lisa Cavanaugh, Steve Cunningham, Cindy Moore, Adam Sandoss, Laura Vroegindewey, City Clerk Robin Morency, Police Chief Steve Collinsworth, and Attorney Brandon Voelker.
● Not Present: Mayor Penque and Attorney Brandon Voelker Additions/Deletions to the Agenda: • Laura Vroegindewey inquired about the Board of Ethics and what they do.
Citizen Comments:
• Carol Haas (resident) inquired about comments she made at a prior meeting and asked whether the city has researched the possibility of offering a leaf pickup service. • Ethan Calhoun addressed the council regarding Flock Safety license plate reader technology. He expressed concerns about the use of license plate reader devices and urged the city not to invest in or implement the technology.
• Steve Trauth (resident) addressed the council to provide an update on the recent Steering Committee meeting regarding the Comprehensive Plan. He emphasized that the plan should reflect the needs and vision of the community and encouraged resident participation, noting the importance of gathering public input as the city moves forward with the planning process.
Recognition of Scheduled Guests:
• Jordan Sorrells (resident) provided a presentation regarding a proposed 9-hole disc golf course at Friendship Park. The presentation included an overview of disc golf, a disc golf growth report, potential community benefits, community interest, the proposed course layout, estimated costs, and maintenance considerations. Discussion followed regarding ongoing maintenance, reevaluating the proposed layout, and the possibility of considering other parks as alternative locations. Many council members shared appreciation for the presentation and stated they want to visit the park and gather more information.
Old Business:
• Budget discussion: council discussed employee pay for various employees, events budget, the estimated revenue for the upcoming year, the anticipated cost of crack sealing, fuel costs, cruiser costs, new employees, leaf sweeping services.
Follow Up Citizen Comments:
• Lou Gerding (resident) shared his knowledge of the city’s history regarding leaf collection services. He noted that leaf collection programs can contribute to stormwater management issues and may lead to disputes between neighboring property owners. He encouraged the Council to carefully consider these potential impacts when evaluating any future leaf collection services.
• Brian King (resident) addressed the council and expressed his support for the development of a disc golf course within the city. He also encouraged the city to continue investing in its employees, noting that competitive compensation and support are important for retaining current staff and attracting qualified employees in the future.
• Carol Haas (resident) stated that in her opinion, the good outweighs the bad when considering a leaf collection service. Ms. Haas also addressed various employee benefits like social security and health insurance.
Council Comments:
• Laura Vroegindewey thanked residents for coming and sharing their opinions. • Chris Ampfer thanked the city for the swan deterrents that were placed at the lake park. • Lisa Cavanaugh recognized Police Week and stated if any veterans or organizations are interested in the Crestview Memorial Day parade, to let her know or just show up.
• Cindy Moore appreciated the flowers that were recently planted around the city.
• Steve Cunningham thanked the Police Chief for reports that he provided to council and thanked everyone for being there.
