The June 8, 2026 special council meeting was called to order by Mayor Penque at 7:30pm.
Prayer and pledge were led by the city clerk.

Roll Call & Exit Instructions:
● Present: Mayor Penque, Lisa Cavanaugh, Steve Cunningham, Cindy Moore, Adam Sandoss, Laura Vroegindewey, City Clerk Robin Morency, Public Works Director Ron Hitch, Police Chief Steve Collinsworth, and Attorney Brandon Voelker.
● Not Present: Chris Ampfer

Municipal Road Aid Fund Cooperative Agreement:
• There was no public comment.
• Resolution 26-01: adopting and approving the execution of a Municipal Aid Co-op Program contract between the Incorporated City and the Commonwealth of Kentucky, Transportation Cabinet, Department of Rural and Municipal Aid for the fiscal year beginning July 1, 2026, as provided in the Kentucky Revised Statutes and accepting all streets referred to therein as being streets which are a part of the Incorporated City. Steve Cunningham made a motion, seconded by Laura Vroegindewey. The city clerk stated that the amount the city will receive is $119, 167.57. Roll call vote: Yes – Cavanaugh, Cunningham, Moore, Sandfoss, Vroegindewey; and 0 no. Motion passed (5-0).

Ordinance 26-1108:
• 1st reading of an ordinance amending the City of Cold Spring’s Code of Ordinances re: Yard Sales, specifically removing the $5 fee. Steve Cunningham made a motion to approve the first reading, seconded by Cindy Moore. During discussion, members questioned whether eliminating the fee would also eliminate the permit requirement for residents. Following discussion, Mr. Cunningham amended his motion to specify that residents would be limited to two-yard sales per calendar year. The amended motion was seconded by Lisa Cavanaugh. Roll call vote: Yes – Cavanaugh, Cunningham, Moore, Sandfoss, Vroegindewey; and 0 no. Motion passed (5-0).

Ordinance 26-1109:
• 1st reading of an ordinance adopting the City of Cold Spring, Kentucky annual budget for the fiscal year beginning July 1, 2026, through June 30, 2027. Lisa Cavanugh made a motion, seconded by Steve Cunningham. Cindy Moore requested clarification regarding employee pay rate increases, stating that employees should receive wages equivalent to the amount previously contributed toward Social Security participation. Council also discussed street maintenance funding, specifically crack sealing, and requested that the proposed $50,000 allocation be designated exclusively for crack sealing rather than general street maintenance. There was discussion regarding the MARF account and preserving the city streets and possible updates to the chair lift at the Community Center. Steve Cunningham proposed that all employees would receive an 8% wage increase, with an additional 4% merit-based increase available at the discretion of department heads. Lisa Cavanaugh amended her motion to reflect the changes discussed; allocating $50,000 specifically for crack sealing, and an 8% wage increase, with an additional 4% merit-based increase available at the discretion of department heads. Steve Cunningham seconded the motion. Roll call vote: Yes – Cavanaugh, Cunningham, Sandfoss, Vroegindewey; and No – Moore. Motion passed (4-1).

Discussion: Front Yard Stands:
• The city has been contacted by a few residents asking if they can sell items out of their yard, such as eggs, baked goods, etc. Council discussed whether this is something they want to allow as Brandon Voelker stated the current ordinance prohibits it. Council decided not to move forward with any changes at this time.

Citizen Comments (5 minutes per speaker):
• Lou Gerding (resident) addressed council providing history on the reason for the original yard sale ordinance, to prevent people from having yard sales repeatedly, and to assist with safety and relieve the liability from the city.
• Racheal Neal (resident) addressed council to propose a dog park in Granite Spring at Sunshine Park. Council advised that this would be discussed at the next council meeting.
• Dave Guidugli (resident) requested the city provide the amount of money that has been spent in the previous 20 years on the city streets.

Council Comments:
• Laura Vroegindewey reminded everyone about the comprehensive plan survey and thanked everyone for coming to the first concert of the season and the yappy hour event.
• Steve Cunningham thanked the Police Chief for leading a strong department, noting positive feedback from an officer who stated that their decision to remain with the City of Cold Spring was largely due to the leadership of the Police Chief.
• Cindy Moore thanked everyone for coming and advised anyone to reach out to her with budget questions.
• Lisa Cavanaugh advised that she is planning a council candidate meet and greet on October 18 for all candidates.

Mayor Comments:
• Mayor Penque reminded everyone of the upcoming events, and reiterated Ms. Vroegindewey’s comment about the Comprehensive Plan survey.
